Heavy Ship Armor (15,000 Palladium) – Jacob.

Extended Fuel Cells (3,000 Element Zero) – Samara/Morinth.

Advanced Mineral Scanner (15,000 Iridium) – Miranda.

You don’t need for them to be loyal (although you should get them there), you just need the mission to be complete.

So make sure you recruit everyone and then get those loyalty missions done. While the Med-Bay upgrade is available after you’ve recruited Mordin, the rest are obtained via conversing with the squadmate listed below and asking them about Normandy Ship Upgrades after you’ve completed their loyalty mission.
